The Z-Arm Tech weapons are the weakest guns of their respective classes available in SAS 4. They do not drop from strongboxes, and they are class based. Elite Augment Cores can actually be used on these weapons. However, it is highly advised not to do so.
The HVM 001 is the starting sidearm for all classes. It actually has the potential to deal more overall damage than each Z-Arm Tech weapon. Even so, the HVM 001 is easily the weakest pistol in the game.
